  Thecountry has just taken part in a giant democratic exercise – perhaps thebiggest in our history. Over 33 million people – from England, Scotland, Wales,Northern Ireland and Gibraltar – have all had their say.

  Wenot only have a parliamentary democracy, but on questions about thearrangements for how we are governed, there are times when it is right to askthe people themselves - and that is what we have done.

  TheBritish people have voted to leave the European Union and their will must berespected.

  Iwant to thank everyone who took part in the campaign on my side of theargument, including all those who put aside party differences to speak in whatthey believed was the national interest. And let me congratulate all those whotook part in the leave campaign – for the spirited and passionate case thatthey made.

  Thewill of the British people is an instruction that must be delivered. It was nota decision that was taken lightly, not least because so many things were saidby so many different organisations about the significance of this decision.

  Sothere can be no doubt about the result.

  Acrossthe world people have been watching the choice that Britain has made. I wouldreassure those markets and investors that Britain’s economy is fundamentallystrong. And I would also reassure Brits living in European countries and European citizensliving here that there will be no immediate changes in your circumstances.There will be no initial change in the way our people can travel, in the wayour goods can move or the way our services can be sold.

  Wemust now prepare for a negotiation with the European Union. This will need toinvolve the full engagement of the Scottish, Welsh and Northern IrelandGovernments, to ensure that the interests of all parts of our United Kingdomare protected and advanced.

  Butabove all this will require strong, determined and committed leadership. I amvery proud and very honoured to have been Prime Minister of this country forsix years.

  Ibelieve we have made great steps, with more people in work than ever before inour history; with reforms to welfare and education; increasing people’s lifechances; building a bigger and stronger society; keeping our promises to thepoorest people in the world, and enabling those who love each other to getmarried whatever their sexuality. But above all restoring Britain’s economicstrength, and I am grateful to everyone who has helped to make that happen.

  Ihave also always believed that we have to confront big decisions – not duckthem.

  That’swhy we delivered the first Coalition government in seventy years to bring oureconomy back from the brink. It’s why we delivered a fair, legal and decisivereferendum in Scotland. And why I made the pledge to renegotiate Britain’sposition in the European Union and hold a referendum on our membership, andhave carried those things out.

  Ifought this campaign in the only way I know how – which is to say directly andpassionately what I think and feel – head, heart and soul. I held nothing back.I was absolutely clear about my belief that Britain is stronger, safer aner off inside the European Union, and I made clear the referendum was aboutthis and this alone – not the future of any single politician, includingmyself.

  我以自己知道的唯一方法進(jìn)行著這個過程,那就是直接、用心地表達(dá)我內(nèi)心的想法和感受。

  Butthe British people have made a very clear decision to take a different path,and as such I think the country requires fresh leadership to take it in thisdirection.

  Iwill do everything I can as Prime Minister to steady the ship over the comingweeks and months, but I do not think it would be right for me to try to be thecaptain that steers our country to its next destination.

  Thisis not a decision I have taken lightly, but I do believe it is in the nationalinterest to have a period of stability and then the new leadership required. Thereis no need for a precise timetable today, but in my view we should aim to havea new Prime Minister in place by the start of the Conservative Party Conferencein October.

  Deliveringstability will be important and I will continue in post as Prime Minister withmy Cabinet for the next three months. The Cabinet will meet on Monday. TheGovernor of the Bank of England is making a statement about the steps that theBank and the Treasury are taking to reassure financial markets.

  Anegotiation with the European Union will need to begin under a new PrimeMinister, and I think it is right that this new Prime Minister takes thedecision about when to trigger article 50 and start the formal and legalprocess of leaving the EU.

  Iwill attend the European Council next week to explain the decision the Britishpeople have taken and my own decision. The British people have made a choice.That not only needs to be respected – but those on the losing side of theargument, myself included, should help to make it work.

  Britainis a special country. We have so many great advantages. A parliamentarydemocracy where we resolve great issues about our future through peacefuldebate; a great trading nation, with our science and arts, our engineering andour creativity respected the world over.

  Andwhile we are not perfect, I do believe we can be a model of a multi-racial,multi-faith democracy, where people can come and make a contribution and riseto the very highest that their talent allows.

  Althoughleaving Europe was not the path I recommended, I am the first to praise ourincredible strengths.

  Ihave said before that Britain can survive outside the European Union and indeedthat we could find a way.

  Nowthe decision has been made to leave, we need to find the best way, and I willdo everything I can to help.

  Ilove this country – and I feel honoured to have served it. And I will doeverything I can in future to help this great country succeed.

  拓展:卡梅倫為何要辭職?

  英國脫離歐盟的公投初步開票結(jié)果顯示脫歐派將勝出。英國《每日電訊報》6月24日稱,如果英國通過公投決定將離開歐盟,英國首相卡梅倫將面臨迫切壓力被要求辭職。

  盡管80名工黨議員此前簽署聯(lián)名信表示,卡梅倫“有責(zé)任”繼續(xù)留任,但數(shù)十名保守黨人士現(xiàn)在都認(rèn)為,他不可能繼續(xù)長時間在唐寧街十號待下去了。

  以英國工黨影子外交大臣希拉里·本和英國獨(dú)立黨(UKIP)黨魁法拉吉為首的一批反對者們,已經(jīng)在呼吁卡梅倫應(yīng)立即辭職。

  批評者們很可能會質(zhì)問,當(dāng)一個國家超過一半的選民在對于一代人而言最重要的政治議題上都與首相唱反調(diào)的時候,這個人如何能夠繼續(xù)留在首相位子上。
